It’s because MOST people do not carry balances on their credit cards. Most people pay those balances in full every month.

Of the folks who do carry balances, most only carry those balances for a short period and do not have thousands of dollars of credit card debt. It is really only a minority who have large credit card balances .. and the credit card companies are encourage those folks with large, long term balances to pay ‘em off by increasing rates and lowering limits.
