Stafford loan funds are disbursed directly to the bursar's office at your school, where they will be used to pay down any balance in your student account. You will not (and can not) receive a check from the lender that you can use for your own expenses. The only way that you will ever receive these funds is in the form of an "overage check" from your school.
Though anyone can qualify for a Stafford loan, you will only be approved for a loan if your school certifies to the lender that you have remaining "financial aid need". Your maximum borrowing eligibility is your remaining financial aid need – you can not just 'ask' for a certain amount of money.
Sending the funds directly to your school and requiring the school to certify need are meant to do exactly what it seems that they're doing – to limit a borrower's ability to use the money specifically for educational expenses, and not for any other form of living expenses.
And no, unfortunately, your aid eligibility is only for the current semester – you will not be "certified" for retroactive aid.
